Secretary Salazar visits Taos: Rio Grande del Norte Proposal to Become a Historical Preservation Site

I look out upon the fresh new snow, grateful for what moisture in any form tungashila blesses us with. I am contemplating what I heard or read about today. A morning prayer ceremony for our youth who are troubled and/or have taken their lives at the Rio Grande Gorge Bridge... and then the Sec. of Interior Ken Salazar, Congressman Ben Lujan, et. all presentation, which included hearing from Taos Pueblo Governor Laureano Romero and Lt. Governor Gilbert Suazo Sr. and all our villages about the proposal to make the Rio Grande del Norte a historical preservation site....Secretary Salazar began the presentation with a comment about how proud he is about gas and oil development in New Mexico. He ended the presentation with a statement "Let me make this understood, this designation will in no way infringe upon or take away grazing rights, right to fire wood, plants or fish and game. It will not take away your right to live as you have been." Hmmm, I should be happy right? I should put my skepticism away right? Was everyone in favor of the designation? Yes. Have I read the designation? No. Do I trust Roberta Salazar of Rivers and Birds when she says this is a good thing? Yes.
Yet I still muse....

I asked Ben Ray Lujan how this would help protect our Rights, when Harper is in the process of breaking Indigenous Treaty Rights, and the US Government has no better record...he said he did not know what was happening in Canada, but would certainly look into it, and was in support of Indigenous Rights.

The questions that went un-answered that many of us had:

"Will this designation help us heal our youth, preserve our language, Life Ways, and Cultures...our Right to Live with our Mother as we have for thousands of years? Our Right to clean Water, Earth and Air?...Our Right to have the heavy metal contaminated Red River (that flows into the Rio Grande) super fund site in Questa cleaned up? Our Right NOT to have our skies taken over by the military for tactical war training & re-fueling by air contamination? Our Right to have the nuclear waste at area G at LANL cleaned up, that for decades has been contaminating the Rio Grande and the Pueblo waters south of us? Our Right to have all Uranium mines closed? Will it protect us from the Oil boys fracking on the other side of the mountain, or stop the XL-Pipeline crossing the Oglala aquifer which are waters of life that interconnect the Comanche, Cheyenne, Lakota, Indio-Hispanic and all Peoples of this region?....Will this designation insure that the Cycle of Water is protected in the way it feeds our aquifers, and springs?" 

No, this is just a proposed "designation"...it is, and will continue to be, UP TO US, to protect our Waters of Life. Regardless if we get the designation of the Rio Grande del Norte as a historical preservation site...we la gente, have been and will continue to protect her. History and current events tell us, that despite treaties, "designations", laws, etc...our politicians have NOT protected our Life Ways, our Earth, Water and Air...and in fact abused the element of Fire.

So, I am thinking about the call to the One Humanity that has agreed to this 2012 galactic party, even though my Elders told me 15-18 years ago that the date was irrelevant..."you are aware and conscious or you are not"...

So if you have agreed to show up for this global-galactic prayer...remember there are many that have been doing their best each day to maintain their Life Ways, the Ceremonies and Prayers for generations...and that we will retreat no more...the Prayer IS IN MOTION....we are Idle No More.....and it will take all of us, everyday, in whatever Ways we are called,  to do something for the greater good of All Life, for the generations to come.

I think that the most concerning thing I see is that our People's are not able to produce enough food, gather enough herbs, berries and nuts, ask for fish, deer, or elk, to sustain all the people who now live here locally. This is a fact, not fiction. Ultimately this 2012 "shift" is not only about "Being Love and Living Love and Light" it is about lifestyle changes. Food, Way of Life (language and culture) and mental health are also at the foundation of a healthy culture... Is it time for you to become dedicated to learning how to live with Mother Earth and Father Sky? Grandmother is building a Seed-Sanctuary for the preservation of our seed, organizations are implementing urban gardens, a local school built a green house, local and regional Curanderas are teaching as many as possible about good diet and healing herbs....yet there is much, much, more to be done. Please do not ever leave the preservation of the Water of Life to politics. And, if we do get this designation, let us use it to strengthen and unify about the aforementioned concerns in our region. ~ April Mondragon

My musings today only reflect that which has been taking place in the very recent past or at this moment. In writing, which becomes the past as soon as it is written, I can only convey and draw upon that which I am living.  It is for this reason that all Indigenous Peoples have Oral Traditions of which are shared while living them. This is why we consider the Oral Traditions as being living and the written, dead. This is not to say that one is better than the other. Both Life and Death have their purpose in Being. 

Being, is only accessible in the now. All matters of healing are accessible in any given moment, depending on the capacity one has to receive it. What each of us choose to do, think, feel, attach or detach from, heal, sing, be,  in the present moment is a choice one makes. In considering how the "Church's worldview" has greatly influenced interpretations

of the wisdom and knowledge of Indigenous mind-heart and history, I would agree

that Our Lady indeed made a bridge between the Indigenous and Colonizers, 

in that she pledged that they would survive the genocide if they understood her role. 

I have said that the feminine went to great lengths to insure the survival of her

children, including but not limited to willingly adopting the dominant culture's religions, language, life ways ( patriarchal mind), and marrying or being sold into families with power and to lighten their skin. This in fact was in part what my mothers did in the attempt to insure the survival of our linage after the Treaty of Guadalupe Hildalgo. 

Larry M. said that "our ancestors knew that much would be smashed in the feminine and so kept hidden much knowledge and wisdom". If I were to write today about the appearance of Coatlaxopeuh I might suggest that she was giving the message about the destruction to Coatl (feminine/serpent/earth) that has come to pass and is being healed in at this very moment. I would also add the message that Hohongwitutiwa shared from Hopi

"no matter what happens or how much destruction you see or experience stay true to our Mother Earth (Tonantzin). Do not be afraid to die, she loves you, you are her children."...

We are children of the marriage between Earth and Sky.

There are many faces of the Feminine, yet each play a distinctive role in the life, death, rebirth process, healing arts, the art of dialogue (language) and the sciences. It is for this reason that the masculine goes to great lengths to protect, nourish and revere her. When he could not do so the loss was great for him in so many ways during the last world...and for many has left them still struggling

to understand their relationship with the feminine.

However the masculine I have recently come to know in the Condor half of the world are incredibly beautiful in their shift and open process

from patriarchal imprinted behavior/mind to one of balance with the feminine as they embody the depth of love, courage, gentle strength, willing generosity and necessary providing for her at this time. I think that some never really left their roots with Mother Earth. For others I found their willingness and relationship with the feminine within themselves, swift in shifting their fears, insecurities, anger, ego, and mis-placed blame to coming into balance with the haven of feminine love, compassion, and forgiveness. Many are also working tirelessly to

provide for women, and make venues available for them to do their work.

As in all things as the Grandmother's ask us to be the love that we are. Earth Mother's Message to Her Children: Preparing for the Coming Fifth World

I shared a Hopi message: "Earth Mother's Message to Her Children: Preparing for the Coming Fifth World" at the Yarrabah elder's gathering in Australia. There was much discussion and questions due to it's nature. The instructions that came to me with the message as it was placed in my care were as follows: 
"Listen with your heart. There will be things they hear that will be contrary to anything they have heard or learned before. Therefore, if you share this message, please make yourself available for counsel to those that need help to process the information." 
Also, "This is to be shared freely only by those who are willing to take responsibility in it's care-taking, others should refer others to you to let you know who it is shared with. The Elder's who gave and taught this message do not want this to turn into money making schemes or to create fear by those without enough cultural knowledge to understand the message." 

I am now posting this blog, so that you, may contact me with a brief sentence stating your spiritual & cultural background and awareness and relationship with feminine knowledge.

Morningstar's Blessings

Morning Star dawns in the Rainforest....Wongali sings humans from night dreaming into the day dreamtime. I have spent many days listening, feeling, tasting, and touching both the heart love and the pain of the People's. I write this morning to my Relatives, keepers of the ancestral Morningstar traditions and original language. Deeply the prayers both spoken and unspoken are carried in the heart-mind connections of those that gathered recently to usher in the New Fire of the New Sun.

There is a collective pain crying to be healed among all the People's who gathered and continue to gather worldwide. The simple version is generational trauma, grief and loss of language, culture and Way of Life. This feeling of loss comes from the potent, genetic memories we all share of living in balance and harmony with all Life, as children made of Earth and Sky - love for this Way of Life. The comprehension of the loss  and it's vast and interwoven fabric that lay it's shadow upon the human heart is being unraveled and dispelled by the willingness to Be Love, fully and deeply, the Love of the Wakan and Divine that is and can never be extinguished, for this is how we are made. I only speak from my own knowing, and the little I have learned by the Elders that have generously shared their teachings, so that the People may Live. Dawahongva taught me: "do your best each day to live by the original instructions".

Nothing can be extinguished forever. In the dreaming, which for me is the dialogue, the communication the creationing with the Sentience of All Life, anything "lost" can be re-dreamed, re-membered. "Lost" is only the feeling of dis-connection from Source Love - Wakan Dream....ing. The Way of Life we all cherish and long for can only be rewoven, by living it....with Love during this transitional time into the 5th Sun.

So, my Kungangi Relatives, I carry you in my heart and send you strength and courage to teach your children all you know. Live the ceremonies, speak language that was passed to you....dream your Life Ways back into existence. All the money in the world will not take the place of living the Wakan Dream. We will do the best we know how each day....we have gathered shared and and affirmed our knowing of the inner and inter-connectedness with each other and All Life. We are our mothers Rainbow Serpent children.

Dream Flight

A twenty four plus hour journey to Australia began from the New Mexico Sunport in Albuquerque. Within the terminal is a crossroad, and at this juncture is a statue called: the Lincoln Fox Bronze Statue: Dream of Flight.

Our first morning sunrise. I am told by Indigenous Elder Riko, that this place we are, is where the heart, head and tail of the Serpent originate and end in it's never ending cycle of giving love, protection and care for the People's.

The core group of volunteers, which are the backbone of any ceremony or gathering of intention, have built huts made of bamboo and tarps. The Kitchen is over seen by Lavina who is love, grace and prayer in motion.  

International and regional Elders and Youth Leaders are coming in and getting settled into their huts.  Ceremony begins tomorrow. During the next 4 days we will also have Talking Circles to share our oral traditions, inter-generational dialogues and continue to make relationship agreements with each other and our intentions for the collective Dream that brings us all together. The abundance of love within and shared with everyone is nourishing, peaceful, and with much happiness.

on All Life and the One Humanity...and still so many have not heard his

guidance....

When I think about WHY so many people still know nothing about our history, 

about how precious our water, air, land, Life Ways are, for the health and well-being NOW and for the future generations....

When I think about how decades of censorship of our voices in mainstream media, school textbooks, and intentional lack of funding resources to educate people has hindered our region from being heard....

When I think about the loss of language which is the foundation of every culture

and the need to preserve our Traditional and Indigenous Cultural Life Ways

which embody the teachings to guide the One Humanity at this time....

When I think about these things, I am delighted by

the opportunity that has come from an official invitation from the Rare Earth Foundation and the Yabarrah Elders to begin with this first documentary, plus build a global social network, plus guide our Youth with the wisdom from Traditional and Indigenous Elders to be the future Leaders, for a more harmonious Life Way with Mother Earth, through

a global youth media network with a focus on preservation of language and culture...this is truly a big Vision, that Taos and our region

is invited to participate in...all because they invited two "regular" people 

(Eric and I) who love and care for our community, our Life Ways, and our families, who are all inner-and inter-related and connected.

Support Elder and Youth Collaborative Initiatives: The Digital Message Stick, the Re-generation Festival and H.O.P.E

This summer my son and I attended  a few regional conferences that included inter-generational dialogues about Elders guiding and supporting
our Youth Leader's who are stepping up in answer to the call for active solutions to the many crises caused by generations of abuse to our People's and Mother Earth.
In these two videos Robert Chavez and Marian Naranjo of H.O.P.E : Honoring our Pueblo Existence, speak about the need for more education regarding the ongoing effects toxic uranium dumping from Los Alamos National Lab has on our communities.

At the SEED Institute conference in Albuquerque, both Elders and Youth agreed that now is the time to raise awareness, educate, and fund Youth Leader's initiatives for a more harmonious Life Way, through responsible use of media technology as a "tool". This said, we all know that to raise our voices above the din of well funded corporate media, will mean that we need to support each other.
Lyla June Johnston, a Youth Leader from Taos New Mexico, shared "Hozho", one of her spoken word pieces at the fundraising dinner for youth initiatives. http://youtu.be/4tAo9puhnNs . Lyla is the founder of the Re-generation Festival, and asks for world wide participation as a means to help end suicide, drug addiction overdose, and death by the effects of generational trauma from the the colonized world.

Now my son and I have been officially invited to attend the Rare Earth and Yabarrah Elders Gathering in November to kickstart the "Digital Message Stick" documentary. 

The Gathering is to ceremonially share in the Yabarrah Elders teachings about the Solar Eclipse and to bring Elders, Youth Leaders and NGO's together to dialogue about the need to bring Indigenous Knowledge and Wisdom to the forefront in guiding humanity toward a more harmonious relationship with our Mother Earth. The film will begin in Australia and gather messages from Indigenous and Tribal Peoples around the world by different producers. The documentary will be shared with the world, to give a unified resounding voice for the solutions we all want - to put the up-side down colonized culture, right side up. Elders, Youth Leaders, Tribal Nations and NGO's may contact us to include their messages. Yet this is only the start. Rare Earth wants to be able to continue this dialogue with additional episodes and a social media platform to strengthen our collective voices and calls to action.

Food Not Bombs: NLC supports laws banning the sharing of food in public

From a Bear's perspective, the United Corporations of Amerika continue to create more and more laws and regulations, that serve no purpose but to make more suffering. Please read Keith McHenry, co-founder of Food Not Bombs post below. Philly is not the first city to create criminally insane laws which have resulted in FNB volunteers being  fined and  jailed, or limited to being able to feed people one day a month. Any financially poor person will tell you that any subsidy that they may have received in the past from Social Services for food, for households with dependent children or the disabled,  has been cut to about a dollar a day. Meanwhile the military industrial complex war machine fat cats roll around in pork bellies.

Dear Mr Brooks,
We sure hope that the National League of Cities reconsiders it's support for laws banning the sharing of food in public. This policy could not be more misguided at this time when the U.S. Census is reporting that one in two Americans are struggling to survive. I meet people every week that have been unable to get food for their families from food banks or indoor soup kitchens and express huge relief that we are able to help. Food Not Bombs has been sharing food out door for over 30 years and provides meals outside in over 1,000 cities and not one person has reported that they were made ill eating our organic vegetarian food. Many people will not eat at indoor soup kitchens because they do not feel safe. We hear this all the time mostly from mothers with children. Even the experts claim we are heading for a Great Depression and food costs are rising. A war with Iran wont be much of a help either so we need groups like Food Not Bombs to build support for real solutions to poverty.
Our volunteers plan to resist this misguided policy in every city where a ban is proposed or implemented. As you may know efforts to stop our meals have cost cities tens of thousands of dollars which could have been better used to support efforts to end hunger. Nearly bankrupt cities should consider this fact when seeking to drive the poor out of sight. Silencing efforts to solve the economic and political crisis is counter productive. When we are able to spend billions to fight war it is clear we have the ability to make sure no one is forced to eat at a soup kitchen. Please join us in ending poverty and despair in our cities. Water is Life: A Hopi Message ~ Together We Can Protect the Waters of the World

Water is Life.

The Hopi, and all First Nations of Turtle Island, are our Elders. The Hopi, rarely have come out publicly since Chief Dan Evehema brought the world the Hopi Prophecies. 

When I was young, my Hopi relatives, shared with me that if the Hopi Way of Life were to become threatened, if it were to end; all Life on Mother Earth would be threatened and come to an end. 

Now is the time to listen, and respond to our Elders request. We are to care and preserve our waters locally, regionally and globally. We are to come together as One Humanity in collective resistance to the desecration of the Holy Waters of Life.

From a Bear's perspective, the two leggeds practicing infinite compassion, want to bring as many along as they can into the New Sun. There will be many wanting to come that helped build and maintain the old world, having the capacity to do so may be a different matter. Some will come still dragging the skull and cross bones and their gods with them. The Science God, the Economic God, the War God, the Addiction God, only to name a few. They will tell you that all that needs to happen is to re-tool the gods a bit to fit your Vision. They will come like missionaries having seen the light, and do their best to "teach you" their culture. Remember that language is the foundation of every culture. They know that their old world is crumbling, and they fear, because they know not yet, from whence they came, nor how to get home. Some may not even know that there will come a time when their world will no longer be a reality. Mother Earth, the Cosmos and Wakan Tanka will take care. The time is short, and the dimensional doorway is open. The ones that are 1/2 way across the Rainbow bridge will be able to cross with what Wakan Tanka and Wakan Ina Maka provide. Those that have not done their homework for the last 4 decades will be moths, not Butterflies.

This old Bear, has a bit of concern over how you have been "taxed", as of late. So a prayer for you has been made. It is in Ceremony at the moment. It may come via an epiphany , or the tuff luv of compassion, we shall have to see.

"Human Resources": A New Definition

I have talked often in this Blog about language being the foundation

of every culture and that the language of beauty is the language of Peace.

I recently was invited to become a participant with a group of people who's collective Vision of a human culture living more harmoniously with All Life, is possible. We all come from various tribes and cultures. As with any group of people collaborating together from differing cultures, communication is vital to being able to understand one-another's differences and commonalities.

What is common among all humans is the need for water, food, clothing, shelter, healthy inter-personal relationships, and love. Going about providing for these needs is different between Earth or Natural Way cultures and Industrialized cultures. Without these elements, the Spirit having a human experience suffers.

I find it interesting that Buddhism recognizes the the same aspects in interpersonal relationships the Mayans call yail (pronounced ya-eel), a simplified meaning: love/pain. I have contemplated this relationship yail, every time I feel the twinge of pain in my heart, from some form of language spoken to me, that I still experience as being connected to generational trauma as a result of the rape, and genocide to our Mother Earth and her Peoples. The human behavior of inflicting genocidal homicide and suicide can be traced to its language, which is the mind construct of it's beliefs. A language used in a dominant culture, to propagate beliefs of subjugation and oppression, is maintained through willing adoption and unwillingly imposed circumstances. Once indoctrinated, humans, consciously or unconsciously, recreate this cycle of abuse amongst themselves, and in other inter-personal relationships.

I have been becoming more acutely aware of my experiences to yail since a Mayan friend introduced it to me. In fact, I have found any word can be contemplated, to take one deeper and deeper into one's Self knowing. I have also found the practice of going to the root origins of words interesting; in how the meanings of words change depending on context, the evolution of the culture, and how it reflects a culture's self awareness of it's inter-relationship with All Life.

Now let us take for example at the word “resource”. This word means different things to a human being and a capitalist business person. I thought about this word so commonly used by the US Government and corporate businesses and began to read articles from a variety of sources (see references below). The word “resource” and “human resource” to a modern capitalist economist, put in the context of “using, utilizing, and profiting”, has been disconnected from its inter-personal relationship with life and language of Nature, and our Earth Mother. It is necessary to disconnect relationally from nature, to subjugate the “resources” to lesser non entities so as not to face the atrocities of greed created by this economic-based culture and to "use" humans as fodder to gain profits for the war/nuclear industry. Today the Economic and War Gods' language and beliefs systems have become so prevalent, intertwined, and common, that even well meaning do gooders, environmentalists, and commoners, all speak their language, thinking nothing of the current and historical, cultural influences this language has in shaping our worldviews and interpersonal relationships with each other - as one species, our Natural World, and All Life.

Now as a human being who is aware that well meaning people, particularly those with corporate patriarchal backgrounds, use the language of the economic and war gods with lack of awareness about how their language would be perceived by other cultures (or that they know no other culture's language), do not take their language to seriously nor personally anymore. For in fact, you see, these 2 gods have been in power for a few thousand years, and we know that a dominant culture does not have to look at themselves, for they do the defining of others. The dominant culture in “power” does not have to listen to those they have historically subjugated and oppressed by their way of life. They will even come as do gooders, going to teach the “poor” natives their language and beliefs, so that they too, can revere the economic and war gods,who will promise to give them great wealth, fame and prestige, under the same corporate models, but now for environmental “sustainability”. This is like saying “clean coal” or “clean nuclear energy”. Am I being too harsh here? Really I do not mean to sound harsh, it's just that it is an old movie, and the script is getting old, and I am rather content, to see the beautiful sunset, of these gods' days. Know that the New Sun generation of youth that are here, they will transform the “industries” built by these gods, if not simply by their lack of interest and participation, but by their love for our Mother Earth and her language and culture.

So let me move on here,because if I go back to historical roots of the word “resource”...we will find that “re” has an old french meaning in the resonance of music, as in, “do re mi fa so la ti do”...re, as in ray of sun? And in latin to “rise up”. Source: the point of origin. Therefore, let us re-learn, re-member the language of beauty. When referring to another as a resource, know the meaning to be “a ray from the original Source of All Life.” and you will find your way back to the Natural Way of interconnectedness with All Life; or you can just refer to these “human resources” as People of the New Sun. As mi Abuela Rosa Marguerita taught me, it is truly holy and sacred to become Human Being.

Now if we have changed the meaning of just one word in the language of the economic and war gods culture, this does not mean that a transformation of their culture will miraculously change for the greater good of all life, rather, it is one word, a beginning, and as the Buddha said, He could not enlighten anyone, or make them practice Buddhism...a human has to desire it for themselves. So too, it is with the Way of Peace. If you have never heard the language of beauty, believe me when I tell you, that when you do, you will recognize it because once the sweet nectar of it flows from your heart to your mind and through your lips, it is so powerful that you will not be able to live without it.

Drones over Taos: The Pinon Canyon Opposition: Anti-Drone Ordinance

There is a lot to read and absorb here, however from a Bear's perspective, I think that informing yourself may be one of the most important things you can do. This is not about "protecting" our nation, this is about Military Tactical training maneuvers in populated areas. The populations I speak of are not just of the two-legged variety, it is four leggeds, winged ones, livestock...well the whole ecosystem that will be effected. The area stretches from Cannon AFB in New Mexico to Southern Colorado. In addition to this, both Cannon AFB and Fort Carson Base, have produced EIS's that say that there will be little effect on life as we now know it, despite clear and unrelenting opposition from New Mexico and Colorado citizens, farmers, ranchers and families. Last year a military copter hovered over the field I was planting. Think about this.

Environmental report on Carson's CAB released

A heavy combat aviation brigade at Fort Carson that would include
would have very little impact on the environment, according to a draft Environmental Assessment released Tuesday for public comment.
 
Public meetings from 6 to 8 p.m. are scheduled for later this month:
Monday, Jan. 23 at Trinidad State Junior College, Trinidad.
Tuesday, Jan. 24 at Otero Junior College, La Junta.
Thursday, Jan. 26 at Crowne Plaza Hotel, Colorado Springs.

In a nutshell, the study found these impacts in various  environmental categories [click]. 
 
Carson's heavy CAB would have UH-60 Black Hawks (medium lift helicopters), AH-64 Apaches (attack helicopters), and CH-47 Chinooks (heavy lift helicopters). The difference between a medium and heavy CAB is that a heavy CAB has more attack helicopters, giving it more fire-power, the EA says. Also, the CAB would maintain and operate between 600 to 700 wheeled vehicles and trucks to support aviation operations.
 
With the CAB will come new construction of facilities for brigade, battalion, and company headquarters operations, replacement and additional aircraft maintenance hangars, vehicle maintenance shops, and storage units.
 
From the EA:
To support the CAB Soldiers, Fort Carson would need to build barracks, a physical fitness facility, and a dining facility in the vicinity of CAB operational facilities. The proposed action would also require the construction of an additional fire station. Infrastructure construction would be required to provide improved access to the post resulting from CAB-related traffic, access roads, utilities, and stormwater control in support of these new facilities. Upgraded Access Control Points (ACPs) would be needed at Gates 6 and 19. Provision of utilities is anticipated to require additional sewer lift station(s), electrical substation(s), and water well(s). The support of the CAB would also require the construction of a central energy plant (CEP) to efficiently provide electricity, heating, and cooling to CAB facilities. The CEP would be a natural gas plant and would require connections to those facilities it is to support.
No CAB facilities would need to be built at the Pinon Canyon Maneuver Site, where a good portion of the fly time of the CAB would take place. "It is estimated that up to one third of CAB flight time may occur at PCMS," the EA reports. 
 
"Using the annual average CAB units training hours of 22,957 from Table 2.3-1, this would translate into an anticipated 7,652 annual average flight hours at PCMS; however, as noted in Section 2.3.2, it is believed that a more probable estimate of annual CAB flight hours is 14,880. One-third of this more probable figure indicates the anticipated average annual flight hours at PCMS would be 4,960. The stationing of a CAB at Fort Carson would not result in a significant increase in use or scheduling of PCMS. A majority of aviation operations at PCMS would be conducted to support ground operations that would have otherwise occurred without aviation support."
 
The EA states that training by mechanized ground units at PCMS would not exceed a total of 4.7 months per year, a limit established in Fort Carson's 1980 Draft and Final Environmental Impact Statements for Training Land Acquisition.
 
At Carson and PCMS, the CAB would cause the Army to increase its live-fire training activities by 6.5 percent.
All firing would take place on existing designated range facilities or in existing impact areas. The vast majority of increased firing activities would be small arms and machine gun munitions from qualification activities that Soldiers must conduct twice per year. A majority of the eastern portion of Fort Carson is dedicated to supporting live-fire activities; therefore, the majority of the maneuver training involving CAB wheeled vehicles would occur on the western half of the Installation. Ideally, battalion and brigade maneuver training would primarily occur at PCMS, within established limits, to help alleviate overcrowding at Fort Carson. In practice, travel to PCMS for maneuver training may be affected by funding, timing, and logistical concerns. CAB stationing implementation would have no impact on the current limitations on live-fire at PCMS.
As for noise, the EA found "no significant change" would be caused by the CAB, and notes the areas most affected will be Colorado Springs, the foothills area to the west, Rancho Colorado area to the east, Fountain, Widefield and Security, Penrose and Pueblo West.
 
According to the EA, adding the CAB would increase the average number of daily flights from Fort Carson from 283 to 324.
 
Soldiers are expected to begin arriving in 2013.
